The high light of Black Terror #2 is the art of Mike Lilly. Mike brings the characters to life(and larger than life in some cases). My favorite shot is the one showing Black Terror falling through the sky towards the White House. In the background is the Jolly Roger flag. The most impressive close up is the Black Terror’s face with the flattened bullet smashed against his forehead.

The story ranged from very good to heavy handed. The heavy handed part was the government corruption angle. At times the authors overdid this part. The good part was the pirate comparison. Black Terror works well as a modern day pirate. His search for his missing sidekick is the driving force behind this issue.

Recommended with some reservations.
